Do not force your foreskin back. Even if it is doable with a flaccid penis, it could cause complications with an erect one. It is imperative that you see a doctor to ascertain if it needs to be corrected. Get HPV vaccine. Wish you good health!

From your description it is. There are no stages in it. If it bothers you see a Urologist . Always pull for skin forward to cover the glans after you clean yourself.
