It's normal.: The foreskin on an uncircumcised male typically covers the head of the penis when there is no erection. With an erection the penis grows in length and girth, and the foreskin "retracts" and gets tight, covering only the base of the penis and leaving the head uncovered. You're okay, that's the design plan!
