Fit 35yr, generally eat low carb/sugar, but not keto. fasting blood glucose has been slightly above 100 on 2 consecutive tests (102 and 105) but a1c is only 4.4 (4.2 lower limit of reference range). diabetes possible, or ruled out by a1c levels?

Ruled out by HbA1c if it was done accurately.

Your fasting glucose is not diagnostic of diabetes. It may be pre-diabetic level. You can improve your glucose tolerance through regular exercise and losing weight, if you are even slightly overweight.
