Rabies is not spread by respiratory droplets - it is a bloodborne pathogen, so you need to have blood exposure from an infected animal. Cats in the United States and most developed countries rarely carry rabies. The mother sounds totally normal by hissing at a stranger who was around her young, not a deranged cat. I would not worry AT ALL.
