Sort of. B-cells do undergo turnover and over a long time antibody making cells will diminish. To keep up antibodies, booster doses are needed. For example you are expected to take booster dose of tetanus vaccine every 10 years. Wish you good health!

After vaccination, the antibodies do decrease, but on a new exposure to COVID or COVID variant, the B cells will rapidly increase production of COVID antibodies. Similarly, a booster dose of COVID vaccine would trigger a brisk increase in COVID antibodies. At this time there is no recommendation for booster doses, but booster is expected in the future.
