In general, the vastness of the ocean outweighs many things. Diluting out infections makes it less likely you will spread all but the most contagious of diseases. I don't consider a hemorrhoid risky, but someone with diarrhea might think twice about a swimming pool. For that reason, many places restrict babies in diapers in swimming pools. Rivers are also more likely to harbor disease.
