In the absence of feeling cold goosebumps generally are reflexive reaction to strong emotional activity. They can occur in random parts also. They can also be an autonomic reaction seen in spinal cord injury or temporal lobe seizures. Your neurologist, who has quizzed you & examined you, can best advise you about this & the recurrent tingling of your leg. I don't think it's from hypothyroidism
