No, carotid artery too large to spasm but a stenosis, dissection, or embolism all can cause TIA or full blown stroke!

Internal carotid artery spasm, as seen in some migraine patients, can cause a TIA or even a stroke. Also certain medications have been known to cause spasm of internal carotid arteries. I'm not sure whether spasm of the external carotid artery (in the neck)has ever been documented as it's quite a wide artery. A vascular surgeon or neurologist would be better qualified to answer this question.
