There are a few kinds of test done to check for hepatitis B virus (HBV). If your bf has tested positive for HBV surfance antigen (HBsAg), then he is infectious and you could catch it. "Inactive" suggests he might have tested positive for HBV antibody but negative for HBsAg, in which case he cannot infect someone else. Either way, you should play it safe and get vaccinated.

It is not clear whether your partner's hepatitis B has truly resolved or he is in a status of low infectivity. I would like to suggest you take a blood test to assure your immunity status against hepatitis B. Consult your primary care doctor for further guidance.
