Probably benign if it has been there for years but would have him examined by his primary care doctor or a doctor.

If it has been stable for years and it non tender, it most likely is a benign condition...possibly a lipoma. Has he seen a physician about it in the past. You might gently encourage him to have it looked at. This would become important if he started having other symptoms such as fever or weight loss.
