All persons, child or adult, should get blood lab tests done as often as medically necessary... not more nor less often. So, if a person has diabetes and is needing to check a blood test several times a day due to abnormal or changing blood sugar levels, he should do it. But, an adult who was healthy and had no unusual risk factors in his last 3 check-ups: he might get blood tests every 2 years.

The tests and frequency of tests needs to targeted to the individual. Most adults should get a screening blood lipid test, but there are no other tests that need to be done routinely or regularly. People with diseases, eg.g, diabetes, hypertension, hypothyroidism etc. need to be tested regularly. Wish you good health!
