I have a perpetual cough of sorts. i have a constant feeling of congestion, or something of the sorts at the bottom of my throat and it makes me need to cough. ive taken every allergy medicine i can think of and nothing has helped?

It seems you have post nasal drainage due to sinusitis but allergy medicine does not help. You should be examined by an ENT (Ear Nose Throat, otolaryngologist ) doctor because not all cases of sinusitis are caused by allergy. Stomach reflux (GastroEsophageal Reflux Disease) can cause the same but you do not have heart burn or retrosternal pain so it is less likely present, especially at your age.
