Short answer: yes. The tear duct is a long tube that goes from the inner eyelids down to the bottom of the nose to an area called the inferior meatus. Anything that causes the nose to be congested can also cause the tear duct to swell, too. This is why patients with allergic rhinitis oftentimes will tear up.
