If you had 3 shots (0, first month and sixth month) and antibody level is above 10, you do not need a booster.

Seem to be misinformed. Hepatitis B vaccine booster dose is indicated for individuals who has not developed adequate response to primary vaccine series, anti-has titer less than 10mIU/ml, should receive 3-dose additional series. This recommendation is especially for the individuals who are at higher risk to acquire infection, e.g., hemodialysis patient, people at occupational risk of exposure, etc
