At 14m old, a toddler should be eating 3 meals/2 snacks daily and drinking cows/goats milk (800ml daily in a sippy cup). The milk should be given only after they eat. Their diet should consist of pureed/small bits of soft fruit/veggies, cereal and meat. He should not be drinking more than 800 ml of milk, should not be taking it in a bottle any more, and should be eating food more than milk.

You really need to ask the doctor who evaluated the toddler for allergy. That person may be able to tell you if an alternative like almond milk would be okay. I don't know what allergens your child was tested for or was positive for, but assume both allergy to cow's milk and soy if the child was prescribed Neocate. If child hasn't seen an allergist, he needs to in order to sort this all out.
