See his Dr.: At 1 month old, he is due for a well check and his hep b#2 shot. Take that visit as a means to have your pediatrician look at his toes and diagnose the condition, so the correct treatment can follow. Too tough to DX rashes over the computer. Good luck.

Excema: Most likely just excema. Common in new borns. The greenish color usually is just a normal venous collection but bc they are so young looks greenish. Try aquaphor for the excema.
