Arthritis: It sounds like your mother may have arthritis. These rough surfaces in the knee cause grinding, popping, and pain. If the pain becomes more severe she should visit with an orthopedist to get x-rays done.

Meniscal tear: This also sounds suspicious for a meniscal / cartilage tear. This should be evaluated further, especially if she's having episodes of the knee locking up (can't flex or extend the knee, often followed by a painful popping with resumption of ability to flex / extend the knee) or giving way (where the knee just gives out with weight bearing).
