Hi dr what does it mean when dr says my moms has heart failure and her heart is at 40% ? i read heart failure has 4 stages what stage would 40% heart failure be catorized in ? blood pressure constant always around the 120/48/51 +- with no symptoms?

Normally the ejection fraction of the heart is 55- 65 %. So, 40% is less than normal. Heart failure is sometimes more than this number. It is unclear if she has symptoms or not (written is + -) . please clarify
