Safe, sure, 100% never. No barrier birth control agent is ever considered 100% protective for any STD, including strains of HPV. They do reduce risk, but such infections transfer in secretions that are not always isolated between partners during sex. They do help prevent pregnancy in most, but even then they have a failure rate. Sperm are much bigger than germs/viruses.
