There are many signs and symptoms along with risk factors such as unprotected sex that can suggest HIV. I'm not aware that receding skin is one of them.

This might happen in advanced HIV with overt AIDS. Such people always are very ill with multiple severe symptoms. By itself, this does not suggest HIV. If you're at risk for HIV get tested -- but no testing is needed because of this symptom.
