Yes, this is common. As boys develop, they actually usually produce a bit of estrogen before they begin to produce testosterone. The estrogen may cause slight development of breast buds. These usually last a year or two, then disappear once testosterone production predominates. Don't worry - everyone, male and female, have some breast tissue.
