Yes a buildup of lactic acid can affect the function of the heart. This will decrease the strength of the heart as it pumps blood. It also could theoretically lead to an arrhythmia and irregular heartbeat. An excess of lactic acid lactic acidosis can cause damage of muscles called rhabdomyolysis kidney failure and even death
