Not necessarily.: A difference of 10mm in Blood pressure between the right arm is normal. It is important to know whether you checked it yourself or not. The difference in your heart rate between the two readings makes me wonder you were completely at rest or not. Ideally, I would have it repeated by your doctor or while you are at rest.
