Especially yes: Your mom almost certainly has a weakened immune system and should she catch COVID19 she can get severely ill. She definitely needs a the 2nd dose of vaccine to make sure she’s protected

COVID 19 vaccine: I agree with Dr. Lentnek. Your mother's conditions are not contraindications to being vaccinated against COVID 19. Remember that the Pfizer and Moderna vaccines can not cause her to become infected with the virus.
