See foot doctor: Would have a foot specialist evaluate, especially due to question of "plantar fasciitis". There could be a heel spur or even tarsal tunnel issues, and these too need focus. Could choose orthopedic surgeon, physiatrist, or podiatrist.

NoPlantar fasciitis : Plantar Fasciitis is a persistent medical myth and a podiatrist’s bonanza. So-called PF is pain in the underaside of the heel and is due to a painful cysti-like bursa from the sharp edge of the heel bone. Proper fitting protective foot wear with a solid counter (heel reinforcement) with a small heel wedge and a gel cushion usually helps the problem. Your in-toeing may be hip. See Physiatrist etc.
