Its doing its job: Oil and water cant mix and separate into layers. A molecule of soap has a tail that can penetrate into or mix with the oil and a head that will dissolve in and be washed away by water taking a piece of grease with it. Without the oil the soap molecule orients its tail away from the water forming suds or bubbles. If there's grease the suds will disappear with the grease into the water.
