Conflict: Am unable to assess intent in the statement, but in vernacular, you may be correct in your interpretation. In the USA, a worker would hire representation and this could wind up in litigation. But also, in USA, we have both state and federal agencies to evaluate ability to work. Reluctant to recommend conflict, but one way to defuse is to obtain a second opinion from a different neurologist.

Medical documentatio: Functional overlay -"The emotional response to physical illness. It may take the form of a conversion reaction, affective overreaction, prolonged symptoms of physical illness after signs of the illness have subsided, or combinations of these. " From the Free dictionary. Now, one might exaggerate movements for a variety of different reasons. I can't tell you exactly what the doctor is describing.
