Chest water : I would suggest that you call a doctor ahead of time to let them know you are coming, but it seems best that you go to the emergency room

COVID 19: If you have difficulty breathing recommend emergency room evaluation. Get emergency care for difficulty breathing, blue lips or face, significant & persistent chest pain or new-onset of confusion.
