Atopic dermatitis: Your description of skin condition in 6 weeks old infant is consistent with atopic dermatitis (also called atopic eczema). Infant's primary care doctor is likely to recommend or prescribe a low-potency hydrocortisone cream. I wonder anyone in your close family has/had an atopic condition such as asthma, allergic rhinitis, or eczema.

Infant rashes: It is common for infants to develop a rash which may be related to eczema ( allergic or non allergic), infant acne which looks like pimples or rash associated with contact dermatitis. Keep nails trim and I would recommend cotton hand mitts to prevent scratching. Scratching may introduce infection and watch for signs of crusting, oozing and swelling.
