Unstable flat feet : I have seen healthy normal children tentative to walk when they have unstable flat feet. Placing the child in 3/4 “ height with semi rigid sole shoe. The shoe will provide stability. If this fails and the child continues not wanting to walk consider to have the child evaluated by the pediatrician.

No : Some kids can walk well in their bare feet by a year & the outlier for a term newborn is 15 months. If she can do other things is is a good sign, but I would want to evaluate her development using a formal screening process, by a pediatrician & physical therapist. Developmental issues respond best to therapy when identified & enrolled in therapy early.
