My current blood oxygen level is between 76-89...is it normal? (20yr old male with copd) normally my o2 use to always rest at 94 max. papillomas in airway restricted airways roughly size due to so many surgeries sleep apnea asthma copd?

Oxygenation: I can't speak to your individual case but blood oxygen levels of 76 to 89 are low - not normal.

Not normal: Especially at your age, but regardless, saturated oxygen blood,levels below mid to high 90s is not normal. See a pulmonary specialist for accurate diagnosis and management of this problem, and determine if your condition is being made worse by breathing air which is contaminated (smoke, allergens, molds, irritants), and if you will benefit from supplemental oxygen. Good,luck
