Hard to know: It would be easier to respond if you described the red area in detail, along with exact location. This could be a simple "storks kiss" birthmark common to the nape of the neck or something else. I do not think it worth a special trip to the doc, but bring it up at your next visit. If it is new or troubles you contact her doc.
