Got raw packed chicken breast from bjs. wife wanted me to cut it in pieces never done it before. while cutting saw few dark brown blood on meat which i touched with fingers. most likely chicken blood. any hiv or hep risk if possibly human blood?

Do not fret: Even grocery store cooked chicken can have flecks of blood. Just make sure it is fully cooked prior to eating. Bigger risk is Salmonella, not HIV or HEP C.
