VFC PROGRAM: In the United States, all immunizations are covered by a federal program called VFC (vaccines for children). All children on Medicaid, SSI, and any child who has NO INSURANCE AT ALL, can receive free vaccine from the VFC program. Commercial insurances are V required to provide coverage for vaccines. So in the USA, there is no excuse because of finances that you don't vaccinate your child.
