Menses: The woman you had intercourse with was on her period, so it appears some of her blood seeped between the condom and your penis... no need to be confused. Condoms are not "water tight" (that's why they're not 100% fool proof). Chances of HIV transmission is virtually zero.

How condoms work: Fluids commonly migrate over a condom rim and then inside, through the process called capillary action. Menstrual blood makes it more apparent. This doesn't significantly increase the risk of any infection, but it's one reason condoms are not 100% effective. However, HIV is not a risk on intact skin. If the meatus (urethral opening) and head are covered, protection is nearly 100%.
