No..: The latest guidelines are to limit your close contacts to those you live with only. At a restaurant, you will need to remove your masks while eating and this could potentially expose you to the Covid virus-from your friend or the restaurant staff, other customers, etc. So, stay home this Thanksgiving with only those you live with. It will save lives. Best wishes to you!

A bit risky...: If you're not contagious and your friend isn't and no one in the restaurant is contagious then it's safe, but there's no way of knowing if you or any others are contagious;people can have no symptoms and still be contagious. If you stay at least 6 feet apart and wear masks when not eating you'll minimize risk if the restaurant also seats people far apart. There is some risk so do you want to take it?

Depends on venue: If the restaurant distances the tables and you are outdoors the risk is minimal. If you're asking for a guarantee, there is none. Most restaurants in NY are careful to prevent citations or closure. You need the assess the situation at the source.
