Boil: You should get it looked at by a doctor and get drained under sterile precautions and you may need oral or local antibiotics based on how it looks. Do not recommend popping it repeatedly.

Boil/carbuncle: Closed infections can often be drained with repeated warm soaks and soap and water. If those treatments are insufficient, it may require more direct drainage. Popping/squeezing can also introduce infection and is inadvisable. See your doctor. Antibiotic by mouth may be needed.
