White spots: The white spots that appeared at the base of the penis are not dangerous, Most commonly after shaving the area, the spots are due to irritation from shaving. A topical antibiotic such as "triple antibiotic ointment" may be helpful. If they persist and you are still concerned see a urologist or a dermatologist for evaluation
