YES!: If by less effective you mean a non-narcotic medication, then absolutely yes. By in large the pain following a tooth extraction is due to inflammation. Most effective pain meds are Advil type meds (Ibuprofen, Motrin, Aleve) which are also contraindicated during pregnancy. That leaves the Tylenol family than reduces pain but not inflammation but is the safest. Warm Salt Water rinses help sooth.

Medications: Narcotics are not usually prescribed during pregnancy. NSAIDs can actually be as effective since they have anti-inflammatory properties.
