My local health department said i had mucopurulent cervicitis but i tested negative for all stds & post. for bv. could i be misdiagnosed with mpc?

Yes: The diagnosis could be wrong, but not all cases of cervicitis are due to stds, and not all std tests are 100% sensitive. Continue the treatment regimen they gave you (antibiotics?).
