Yes but may not need: Sounds like it. Especially if you have fever and green/yellow mucus drainage. Often these are viral and don’t benefit from antibiotics but decongestants and antihistamines along with ibuprofen can go along way in improving your symptoms. I hope you feel better soon!

Possibly: Could be allergies. Sinus inflammation will result in your symptoms. See your physician for a definitive answer on if your condition is a result of an infection.
