Yes, normal: It is normal for newborn babies to have skin peeling everywhere including their genitals. They have been ensconced within liquid for 9 months and their skin is now in a dry environment. As you care for them and bathe them, the peeling skin will be sloughed off and typically their skin will no longer peel.
