Tooth pain: Don't know the cause of her pain. It would be best for a dentist to assess and then any required treatment can be determined.

Pain: Baby teeth are there to help your child chew, to help direct growth of the jaws, and to act as templates for positions of the underlying permanent teeth. It's important to preserve, rather than remove, them. Your child should have been seeing a Dentist regularly since age 1. Pain probably indicates infection. Immediately see pediatric dental specialist, a Pedodontist. Infection requires treatment.
