Obstructive uropathy: Most likely he has an obstruction to the urinary flow by an enlarged prostate or something obstructing the urinary flow like stones or scar tissue in the urethra. Every time he drinks beer the bladder will fill up ( diuretic effect) but because he cannot urinate the urine does not come out. He needs to be followed by an urologist. There are pills that may help but it is likely he will need surgery.

Bladder gets full: With beer, a person makes a lot of urine quickly. Beer/alcohol can make people less sensitive to discomfort and so he may be letting his bladder get too full before he tries to empty. The bladder can't generate it's maximal pressure if it is overfilled and so can't overcome the resistance of hi prostate and then he can't void.
