Yes: Male embryos will start developing there external structures, penis and scrotum, at about 16 weeks of gestation. Pregnancy ultrasound can usually detect these structure at about 20 weeks.

Depends on test: A well trained ultrasound technician using a high resolution probe can usually spot a mail appendage by 11-12 weeks. This requires that baby cooperate & let it be seen. It can be done on chromosome study done earlier but the risks of testing would not be reasonable if you are just curious.
