Good evening doctors! what is a good shampoo to use for dry scalp? is there one (or more) that is good that is over the counter, or should i contact a dermatologist?

Several: Shampoos will state if the are for dry, normal or oily hair.,choose one for dry hair, them follow with a good conditioner which will add oils as well. Experiment with several varieties to find what works best for you. Also some dandruff Shampoos will also label for dry hair, and this may be a better choice at first.
