If i am taking an oral antibiotic for finger joint infection, shouldn't topical dmso support its effect by increasing its reach via improved localized circulation?

No: DMSO would improve drug absorption through the skin but you are using oral agents that are blood flow dependent to,the involved area. Topicals over the area would not be helpful to increase drug concentration from oral meds.
