I have white puffy bags under both my eyes what could it be?

Bags under eyes: This is fairly normal of a 59 year-old female. It is a sign of skin aging. There are many creams and oil based produces promoted to reduce these wrinkles. Some of them may be helpful, but we don't have a lot of studies showing which ones are most effective. I also recommend eating a healthy diet, exercising and getting plenty of restful sleep.
