Hard to know: Some might do this as an attention getting maneuver. Some might do this because an ear hurts on one side. However, the post is too vague on what/when/how this is occurring to interpret the issue.

Self soothing: Hitting head or even head banging can occur in up to 25% of normally developing young child. As long as infant/toddler develops normally, no extra attention deems necessary.
