Are contrast agents in the category of radiopharmaceuticals? don't they emit radiation as well but clearly for diagnosis?

No: Radio-pharmaceuticals include radiation emitting but short lived isotopes (that break down to non-emitting ones) used for a narrow number of specialized scans. Contrast agents are just materials that block x-rays a different way than the tissues being studied so the radiologist can evaluate the margins/contour of the area under study.
